Yes, Google requires you to be an administrator of your site for you to add Apps from the Apps Marketplace.

To add cflow, login as the administrator and go to the Admin Dashboard (https://admin.google.com),

select the Apps and Marketplace Apps icon and click on the '+' icon to bring up the Apps screen.

Search for cflow and add it.
